The law does not state that asbestos containing materials must to be removed, only that if asbestos materials are present in a premises then they must risk assessed then be correctly managed under a safe system of works.  The physical process of sealing over an asbestos containing material that remains in situ is called encapsulation.

Encapsulation can be applied in various forms pending the substrate it is applied to, and the environment that the materials are located within. There are wet encapsulation systems that can be applied by hand, brush or spray. or dry passive systems such as cladding and boarding.
